The Research Group ‘Good Governance Africa (GGA)’ recently made a finding that Mossel Bay is the 5th best managed Local and Metropolitan municipality, out of South Africa’s 234 municipalities.  First came  Swellendam – DA/ANC coalition, followed by the Hessequa (Heidelberg/Riversdale) area, Bergriver (Paarl/Drakenstein) area, and the Swartland (Malmesbury/Moreesburg) area. A significant further finding is that 9 of the Top 10 municipalities are DA managed. This independent research tool is called “Government Performance Index’. There are 15 different criteria that get measured, of which Financial Management is only but 1 criterion. Some other criteria are :

  • Administration
  • Economical development
  • Service delivery (weigh heaviest)
  • Running water delivery(del)
  • Electricity del
  • Sanitation del
  • Rubbish removal del
  • Formal housing del
  • Health facilities del
  • Access to quality education del
  • Number of School Grade 12 passes
  • Municipal capacity
  • Poverty, Income
  • Job opportunities

Municipalities forming part of the Western Cape Province, outperformed the other provinces by far. In addition, 15 out of the Top 20 municipalities are found in the Western Cape. The DA political party was dominant in the Western Cape, claiming 17 of the Top 20 municipalities. By contrast, the municipalities that fared worst were the Eastern Cape and Kwazulu-Natal provinces, with 12 municipalities in the Eastern Cape and 6 in Kwazulu-Natal. These municipalities are all managed by the ANC political party.
